Technically, if they were to lose their data, the mods couldn't help so they don't have as much right as beta testers.

If they lose data, they lose data of all the players, not only beta testers or apk players.
When you made a log in, both apk players and beta players info are stored in the same server, if they lose, they lose both.

Same can be said about pay.
If you pay and you are an apk player or a beta player you have the same rights of refound policy of google play

Yes, that's true; however, they stated that they wouldn't be able to help those who used apks(even if both beta players and apk players data info are store inside the same database).
The reason why they wouldn't, that I'm not sure of, but I'm sure they can tell the difference between a beta or apk player. 
What we need to know is why all of a sudden, apk players can now buy from the shop. For now, let us wait for the announcement before making assumptions.
