regarding the hero ticket for battle seeker pack indicates 4*-5* Hero pull, does this mean i can still get fodder heroes or these are actual heroes that is upgradeable to 5*?

also i have 50$ to spare but i want casandra, should i buy the 150 casandra shard bundle plus some weapon and skin bundle or buy the level up bundle that is worth 4400 gems? im new and currently level 65, but im really scared, because on the aladdin event, i spent 3k gems but i didnt get aladdin.. =(  so sad..

Yes, you can still get fodder heroes.
Don't bother with Cassandra, she costs more than $50 to get. If you buy her bundle, you will get caught in a situation where you need to spend even more to complete her. Cassandra bundle is only worth it if you can get into top 1% during ladder. 4400 gem, on the other hand, will give u prestige level, which has more use than an incomplete Cassandra.
