The percentage is not revealed by the devs but, to make a clear example, let's say there is 3% chance for getting potential 5* from coliseum ticket. According to example percentage, every time you summon hero from coliseum ticket, you have 97% chance to fail. The 3% chance is always luck based. What people always misunderstand about percentage is they often think that out of 100 chances, they have 3 chances to get 5* potential which is wrong. Instead you can end up on the side of '97% failure to get 5* potential' out of all 100 chances. And that you're unlucky does not mean that the rate has become 0.0000001%.

For this event, it is clear which reward is the best for exchange, I would recommend that you make a thread in suggestion & feedback section asking for improved rate or alternative methods, e.g. Mileage system that some proposed.
