x1.5 is unlocked only when the Normal story mode campaign is completed.
x2.0 is unlocked only when players obtain Level 9 Town Hall and unlock Legendary story mode.
Step 1
Head into battle, and click on the icon at the top right corner.

You can now select from different combat speeds. You only need to select again when you want to change the speed.
