Requirement to unlock heroic/legendary mode in Story

I have most likely missed out the in-game guide on how to unlock heroic/legendary mode cause I can't seem to go into either mode.
I have completed all the stages in chapter 1 with 3-stars and I'm at level 27.
So what's the requirement? I tried searching in the forum but all the keywords I entered doesn't bring me any closer answering my question.

Complete all normal stage

I completed the normal stage in Act 1 and Act 2 as well......by "all normal" stage means all the 1-star stage in all the Acts?

yup..u should get at least 1* in all normal stage until stage 24-3 in act 4
