Is there a way to promote a newly establish guild in game? so new players can see which guild was looking for members and avoid inactive guilds 

I think there is no in-game feature for that.
Even the guild is newly established, doesn't mean it will be active ;_;
Most active guilds tend to advertise their guilds in the forum and facebook group for members though They are pretty successful

besides the above, i've seen really hardworking guild leaders/members promoting their guild in general 1 in the chat xD not sure how effective it is. (note that guild names are case-sensitive)
