Ok. Bit of history first.
1. Vincent Dragoon
2. Theresa Inquisitor
3. Blood Knight Victoria
4. Grand Ranger Kane
5. Gunslinger Cybella
So, replace Cybella or limit break Kane?

Limit break, unless you plan on building a 3 rangers team.

So, replace Cybella or limit break Kane?
A third Kane can be useful for a three ranger formation as they trigger each other very often if geared correctly and with good faith. If you go Gunslinger Kane and get to point the three rangers to each other you will see some good combos
