My current team

• 5* gunslinger Cybella (Hera faith)
• 4* hunter Winry (Ares faith)
• 4* kensei Vann (Zeus faith) (Limit break +2)
• 4* zealot Leon (Zeus faith) (Limit break +1) -> can limit break again
• 4* invoker Kiera (Hercules faith) --------------> planning to upgrade to Elementalist
• 4* priest Lucille (Athena faith) ----------------> planning to upgrade to Inquisitor
• 4* sage Teresa (Kratos faith) ------------------> bad faith for MAG so planning to upgrade to Spirit Walker IF i do use her
• 4* sage Luthor (Athena faith) -----------------> planning to upgrade to Witch Doctor
• 4* zealot Victoria (Ares faith) ------------------> planning to upgrade to Blood Knight

1. What's the order of upgrade I should do so I can advance in PvE (story line)? Inquisitor before Elementalist? I can probably 5* one unit per week given how costly it is to train them to +2.
2. I have 900 gems. Should I use this to pull for heroes or am I fine with this current roster? Also, is it wise to spend gem to summon equipment?
3. What kind of fodder do I use to power up 5* units? 3* ? Is it okay to use 4*? Do I spend 45000 gold to summon these fodders?

1. Always get tank or dps up before healer.
2. Roll for more dps class. Only Cybella and Kiera wont get you through the later legendary maps. Equipment summon isnt worth it as of now, you can farm for 4* gear in legendary stages.
3. Depends on your resouce. If you have alot of gold you can even feed the 5* with 1* or 2*, but feeding them with 3* or 4* will save you money. I do 45000 summon for training fodder all the time.

1. So I should upgrade my Victoria before Lucille or Kiera? I figure I can use Leon as a tank. 
2. Okay so I pulled twice and I got a 5* Assassin Kai among other 3*. Sadly I got him as Hercules faith. What now?

Can you be more specific with "a better dps" class?

As you progress deeper into story mode, there will be some enemy with high defense. A better dps class here, I was referring to a class that either has a skill to help reducing the enemy defense (ninja, samurai) or has higher base attack (champion, sharpshooter). The assassin can do that as well but it will be very much later into the game when your equipments/runes are mostly upgraded.
