Townhall upgrade not meeting requirements?

Hi I'm currently level 29 with a TH 9. The upgrade button has been unlocked for TH10 but when I click it, it says, the requirements are not met.
Is this normal? and what are those requirements?

Have you upgraded all the other buildings first?
You need to finish upgrading all your building 1st before you can upgrade your TH to next level.

Progress more and level up your player account. That must have been blocking your advancement.
