I'm fairly sure a big reason why I can't climb higher in arena is because I don't have good equipment. Where do end game people get full set of 4* - 5* ? Do you do gem pull for equipment?

The 4* equipment set starts dropping from Legendary 1-2 onwards up until Legendary 24-3. You can collect them for every class.
