Every Hero will eventually get their upgrades as the story develops, this is true for a lot of games and I don't think this will be any different.

She really don't need it.
I can't find anything interesting on her.

yes, make her OP princess exclusive healer job tree 

The only reason I said yes was because she's your guarantee starter therefore should at least reliably carry you to mid-game for people who have bad luck on draws.

In the storyline Leon is a rookie so is doesn't mind he must be weaker than every others since they all normal so he stopped at 4 star is legit
Also Theia is the one protected by Leon then she can't be an equal to Leon's strength so she must be 3*
