While i feel for you, and also don't really see the point of not allowing Limit Broken units to be promoted, i do not think the devs will be moved for a change at this current moment in time.
This decision looks to be (quite obviously) purely a financial decision made by the devs. Preventing them from being able to be promoted if limit broken makes people who have limit broken theirs have to redraw and retrain these units - money/resource sink. It can't honestly be a balancing issue as seriously the only "advantage" of limit breaking before promotion is the few thousand EXP difference between leveling a lv 25 to lv 35 unit and a lv 30 to lv 40 unit. That can't be the reason, can it?.
If, really, instead, technical issues (like coding) was the problem, they decided to take the shortcut then.
Luckily for us, 5 stars Theia is pretty shitty right now, and while Leon BK is a direct upgrade for Leon Zealot, the only difference between the two are the stats. Spam your lv 27 Zealot with enough defense stat and he will probably survive anywhere for you right now, his usefulness is his aura and he's not used for damage anyway so stats doesn't matter much for him. As for Leon Crusader, he was never good to begin with, and even his 5 stars upgrade is also not great.
Don't you worry though, because if this game manages to survive long enough to see the introduction of 6 stars promotion, this decision will come back and bite the devs hard if they ever decide to give old heroes (and Valiants) 6 star promotions, and then decided to block LB Vincents/Cybellas/Valiants etc etc etc from promotion to 6 stars.
Otherwise, they will realise how stupid/nonsensical their decision for Theia/Leon was then (too late though)
