While some things you suggest can work with Valiant Force, I think you are trying to make Valiant Force to work the same way as GBF, that's not exactly good, as each game has his systems, GBF had a long time to build to what it is right nowOther games have ways to compensate for trash pull rates.

Have certain times of the day where pull rates are doubled for thief, warrior guardian or whatever. Legend festival for Granblue.
Have rewards or compensations ( gold, mats, weapon tickets) for pulling repeated characters. I have 9 zedds, 6 Victorias and 7 winrys. What the fuck am I supposed to do with those. Moon trading system in Granblue.
In GBF, there is something called a surprise ticket. Every 2-3 months, for a reasonable 3000yen, I can choose ANY character that isn't a limited event character.

Seems like a simple and workable solution as opposed to the always RNG draw.My suggestion would be to make a three step gacha:
Summon 10X -> Gain a 3-4* Hero Ticket (chances to 5* potential (30%~70%?)
Summon 20X -> Gain a 4-5* Hero Ticket (chances to 5* potential (50%~50%?)
Summon 30X -> Gain a 5* Hero Ticket (5* Hero guarantee)
or
Summon 10X -> Gain a 4-5* Hero Ticket (chances to 5* potential (50%~50%?)
Summon 20X -> Gain a Special Ticket (5* capable Hero guarantee)
That way people will have the guarantee summon but still wont be swimming with 5* potentials to potentially break the game too soon
