So a shield can be gotten from a weapon ticket, so it should count as a weapon, but it cannot be used in weapon forge. I buy weapon ticket, assuming that what I get from it can be used in weapon forge, but no i get shield so cannot use. I know a shield can be used offensively in some games but not here.

So devs. please make up your mind. Shield is armor or weapon?
