My opinion on how events should be made:
1. Events should be made that everyone could be able to acquire the seasonal hero, regardless of new or old players. Making an event which makes it difficult to acquire the 'seasonal hero' will deter new players from staying around. Most people do not want to wait for another year to acquire that since it wont be as useful anymore.
2. Completion quests rewards should be lowered (event quest reward). I believe that everyone should be able to complete the seasonal quest and to balance that out, the rewards obtained should be reduced. This will keep the balance from having new players power spiking/catching up fast to older players.
3. For those veteran players, additional resources should be gained from legendary maps. Those veterans should be able to keep their advantages through the use of the bazaar since they can farm event items more efficiently. Also, the rewards from ladders will keep their advantage over new players.
I believe that events should be enjoyed by new and old players. As it is now, it only favors old players and those blessed by the RNG. There should be incentives for both old and new and it should not let new players just get residual things. If you think I am wrong, please point out my mistakes and not just accuse of the other players as being 'salty'

Reward new players with the bare minimum but still relevant to the event whilst giving old players an abundance of loot.
This is how it should be. Do not deter new players from joining the event instead reward older players for going above and beyond.
