It is ridiculous in my opinion... the chances of getting the exact rune you want is pretty small... and then you have to use up a lot of resources (gold, time, other runes) to level up a single rune...
I hope the devs took into account the average resources and playtime it takes to max level a full set of runes for a single hero, even 3* runes (I don't have any yet myself and I've been playing almost 6 months).
Clarification: Actually this addition of being able to merge runes is an improvement to the existing system.
It's just that the rune system overall is ridiculous when you think about the odds and feasibility of the majority of the player base being able to complete anything beyond 3* rune sets. For new players, the rune system is already one of the most confusing/hard-to-figure out aspects of the game, which some players don't even bother with. Like someone else calculated... it can take years to complete for a full 5-man team yet it's not possible to easily and conveniently transfer the complete set from one hero to another.
I've adjusted my expectations accordingly, but I suspect that many players will not realize the extremely high cost/near-practical impossibility of doing so when this new feature is being so hyped up and thus set themselves up to be frustrated or disappointed, which is bad press for the game.
