Perhaps something like...

Reduce max keys to 6 regardless of player level.

When you dont have keys, you can use 15/30 energy to enter instead. 

Values may require adjustment.

Meh. Unfortunately, it seems that their way of fixing this problem is using enemies. (Look at Raid 2) Which I found to be a bad approach. Look at Tower of Savior for reference. The design is bad if the cost of having shorter rounds is making the success of the level inconsistent based purely on RNG.
