In essence you are right but bear in mind this, does this bar stay at the same height all the way?
So this event it's too high for me just like the Halloween event. That's fine! I sucked it up and skipped that too to level and progress in story. So the next event the bar goes up again and even though I jump that much higher, it's still out of reach.

Never mind right? There's always the next event? And if the bar stays at the same height, then we know who won't find it a challenge and say it's too easy as well. And we know whales and spenders progress faster than everyone else, the divide just gets wider and wider, because they get full event rewards but we don't.
We certainly don't know if the next event, the bar is going up or how high it is going up. But if we keep playing, trying out new things and tactics, and maybe RNGesus is with us, I am sure that our capablities will also get higher.

Theres no need to fear or worry about the divide. Technically, the divide will always be there. With or without Whales and spenders or CBT.

You have been playing this game since launch.
I started playing 3 days ago.
I am almost 3 weeks late / behind you.
I find it hard to reach where you are right now.
I call out this game for being to hard.

How would you feel?
There will always be a divide, definitely, but look at it this way, if you have played from official launch (which ideally should be the only good start point to measure from), then shouldnt events be for that level of player? 
I'm just pointing out that current events, filler events or not, are simply higher difficulty because the developer sees the need to cater specifically to the beta/whales. I'm sure this is not news to anyone, but new players seeing this are more likely than not to bail on this game because simply put, the developer sees fit to cater to that subset, rather than the new crowd as a whole. 
There is a whole reason companies have marketing and sales teams, because any business is not sustainable on your existing customer base, you always need more! If you don't draw or attract or give your new crowd reason to stay, they wont. Its as simple as that.

 When you compare to the rewards of the Halloween event the current one IS lackluster. 
Because this is one of 2 filler events before the Xmas one?
Just to add on to HungryPanda's post and further explain,

The team will always try to keep the major events and new modes for festivals, such as Xmas, Easter, Halloween, and what not.

In-between, the plan now is to have filler events to keep players occupied. We still try our best to make sure every player has something to take from the events, though sometimes it might be skewered towards a certain group of players. We change around our targets, sometimes for a specific group, sometimes for everyone, etc.

Hopefully you guys understand how we plan events slightly better. We are not out to torture anyone >...<

Just because the event has gems as rewards, it has to be incredibly difficult? I know you all don't give a shit about player ideas but I'm going to say it again anyways.
Having an event exclusive character is a great idea granblue fantasy has such a system.Getting the character from gacha is a stupid idea. It's a poor way or earning cheap money from players. Players are not atm machines. Provide the character for free at 3*. This ensures people are guaranteed the chance of completing the event and not depending on who spent more money.
Having the requirement of needing to complete incredibly difficult tasks to get 100% is a stupid idea. Again I compare with Granblue Fantasy. They have 3-5 difficulties Hard Extreme Maniac Nightmare and Extra. Here you just have 3 difficulties, Normal Heroic Fucking Legendary. In granblue, finishing an event does not require me to kill Nightmare bosses with 3 characters alive or in 7 turns or whatever the fuck lame ideas. In fact, killing nightmare bosses just drop more materials that can otherwise be easily obtained through normal or extreme and the chance for a SSR weapon which CAN BE OBTAINED EVEN THOUGH YOU DIDNT KILL NIGHTMARE. Extra stage is just a extra story stage that requires strategy with a given set of characters to kill a boss, the loot is a crystal for upgrading weapons.
If you're still stubborn in seeing the difference in game mechanics to how the events are fair in GBF, I can't be bothered to spend anymore money on a game where deves see players as atm machines.
But whatever I'm trolling right.

Edit: tldr because I know devs can't be bothered to read WoT, events should be catered to how much time I spend doing the event and not how much I whaled.

Of course you are not out to torture anyone, this forum is here for us to tell you what we feel. My points to date, i speak for myself, but I can't be that special to be the only one who feels that way.
While I applaud the fact you try to have events on perpetually to keep things interesting, the end rewards (while not wholly amazing) are there for people who have more or less plateaued or got lucky with sera gachas. The event ladder is not active this event, so needless to say its on a complete or do not complete basis. Staring at the 30% and 60% rewards, it is quite obvious that new players get more from just continuing their story trials or dailies, since those rewards have a whole lower requirement, and can be completed on a daily basis. By this fact it is already excluding people from the event since farming heroic doesnt get you much apart from the occasional 3* gold bar, 1-2* fodder or 2-3* eq for a hefty energy cost of 7, to ultimately get you some minor rewards and the completion chests.
