Percentages In the Game

Hero's have certain skills and triggers that supposedly happen a percentage of the time. For instance Red Riding Hood upon a critical hit has a 95% chance to trigger those in her aura to attack. And for the AI these percentages happen exactly as often as they should, something that has a 75% chance of happening occurs exactly 75% of the time. There is no standard deviation from the probability of that event happening. However for us human players there is a huge standard deviation if you could even call it that. Events that have a 95% chance of occurring happen closer to 75% of the time at best, and 75% probabilities are closer to 50% and so on. But don't take my word for it do the math yourself and you will see the same. So why is this the case? I can think of only one reason.
