Can anyone give me an info at what level I can upgrade my town hall?

you have to max lvl all your buildings first before you can upgrade town hall

I already have my building at highest level. Now my TH is lv 16. My question is at what level I can upgrade it to lv 17 ? And then to 18 and so on..

You seem to confuse yourself. The answer's right above you.

1. I have 16 /16 town hall
2. All of my buildings already max Lv, or xx/xx -> whicn mean its in on highest level, but not "max" yet
3. My current lv is 61

Question : at what level I can get my TH to 16/17 ?

All I remember is that you unlock the last level (lvl20) when you reach rank 70, hope it helps?

At level 61 you can unlock TH18 already, 65 and 70 for the next ones.

It's a bug.. I reported this already and I got banned lol

You could try reporting it at their CS and risk getting banned as well cause apparently they'll just ban you if you report an issue they can't fix LMAO

or you could also try destroying one of your buildings and maxing it again to re-trigger the upgrade button
