I am trying to build a cybella for my ranger squad and have managed to get up to 30% crit,but ideally I'd like it to be higher. Obviously I need better gear,as I'm using a mix of blues that I found in my story missions,but what would be the best gear to go for,as I could craft her some purple stuff but my supply of the materials for doing so is low,and I don't want to waste them. Better runes would be nice as well,but I'm not quite up to doing legend rune events quite yet,as my damage is lacking by quite a lot.

Basic of the game, if you are not paying, then you should do it slower.

About gear, those Blue (4* equipment set) are actually good until you can get heirloom set or event 5* set.
About rune, try to use only Green-Critical rune on Cybella (or any ranger that need Critical for the aura).
Try to keep only 1 slot and 2 slot runes, while as a newbie, I even suggest you use full 2* rune, because they are still better than a 3 slot 3* or 4* in the long long long run. But if you trying to upgrade runes, at least do with 2* and rarer. (never use 1*)

About the blue equipment,is there any specific item that I should be aiming for that would give me the maximum crit available?By that I mean I'm using a "barbarian helm of the zodiac"which gives me 4% crit from both set items and 100 from the set bonus. Is there any better prefix that would grant me more crit,as 4% seems like a somewhat low number.

Try the Event Completion equipment set, this week don't have one, maybe next week?
They are usually 4-pieces set, not 2 piece. (For 4*)

And after you geared everyone with 4* equipment, it will be time to try manual legendary, during that period, you need full rune full gear +15.

Only after you can even clear legendary easily, it's time to look for 5* set, or getting right faith for heroes / right suffix for equipment.
