I'm a bit new but what's the point of express ticket?

For me with a max level team, saves time from playing manually, and using Express Tickets help me get EXP potions I can use for my other heroes who are not max level.

For me is to farm gear, nothing more than that since i'm lazy to play manually LOL~!

Express ticket are for lazy pips or doesnt have time to go PvE or farm item.

I use it to farm gear and farm job keys :3 *lazy*

One way to use express ticket is to farm gear on tough maps.
For me, my team set-up is difficult to survive on heroic act 4 final boss fight. So, I waste a couple of gems/healing items the first time to get a first clear. Then use express ticket to farm for gear. THEN challenge it again when I have enough set gears.

Hi, at which star or lvl should I start using exp potions?

Anytime is fine outside for 2x exp boost window. 
levelling will get a lot easier after awhile and you will find aplenty of exp pots. The only thing to note is to focus on  5 characters first. 

Hmm, just to check anyone used express ticket on legendary job quest and got extra badges?
I tried x3 once and it kinda sucks...
